With a vision to inspire

the most potential in people, our programs prepare young children for school and our youth to seek a higher sense of achievement.
It is our belief

that every person, regardless of age or circumstance, adds to the success of the community through their contributions.
In the past year,

over 3,000 young children, youth and families were impacted by the programs of the Council on Rural Services. It is with a positive spirit that we join others in meeting our communities' challenges in making a better place for all of us to live.

Sara Laughlin - Community Rep

Sara Laughlin joined Policy Council in 2019 where she became President in 2022. She later joined the Board of Trustees in 2023.

She lives in Troy, Ohio with her 3 wonderful kids and boyfriend. She graduated Troy High School in 2011 and became a Licensed Massage Therapist in 2015, where she co-opened an office in Troy. She is also a PTO member at Cookson Elementary and a Team Manager for a youth travel hockey team that plays out of Dayton.

In her free time, she enjoys mornings at the hockey rink, and nights at the baseball fields with her family. She also enjoys playing in the Shriners Brass Band any chance she gets.

Sara joined Policy Council so that she can be a voice for other parents and her own children.
